Topics include the legal framework for the U.S. domestic preparedness and national incident management system, the role of the military in emergency response and homeland security, and the legal jurisdiction and authority of federal, state, and local public safety, as well as private sector institutions, in terrorism prevention and response. Course utilizes cases, statutes, executive orders, government reports, and scholarly research.
