Congress and the Legislative Process

As the U.S. Constitution makes clear in its Article I, the United States Congress is the first branch of government. In this course, we will explore through an examination of theory and empirical scholarly research the history and development of the United States Congress. We will examine how members are selected, how the institution is structured, and how it relates to other branches of government and non-governmental institutions. In addition, we will examine how the United States Congress forms both domestic and foreign policy. This course may not be taken for credit by students who have taken PSC 318 Presidency and Congress.
